Biographical / Historical
As incentive to locate a cannon missing from the ship Elizabeth in Santa Barbara Harbor, Governor Mason levied a municipal tax on all citizens in an effort to put pressure on those who might come forward with information on the missing cannon. Each citizen had to pay two dollars and the money was eventually collected and put into a municipal fund. Hubert Howe Bancroft writes about this episode in volume 5 of History of California.
